CONTAINER SERVICE CHARGE (CSC), Europe:

Effective October 1, 2018, CSC will be assessed at $250 per container. Where applicable, this charge will be applied against all North American import and European export containers moving via ACL's European base ports and out ports.

CONTAINER SERVICE CHARGE (CSC), Europe Reefer Containers:

Effective October 1, 2018, where applicable, we will be assessing a new CSC level specific for reefer containers. This will be applicable at all European ports and at a level of $325. This increase is necessary to offset increased operating and handling costs at our European terminals. For full details, please see our Tariff ACLU-068.

GENSET FEE, Merchant Haulage:

Effective October 1 2018, where applicable, we will access a new surcharge covering the provision of gensets. In the United States or Europe, under merchant haulage, reefers requiring a genset, will be assessed a fee of $150. For full details, please see our Tariff ACLU-068.

IMPORT LO/LO CHARGE - United Kingdom:

Effective September 1, 2018, ACL's Lo/Lo charge will be increased to GBP 65 per container. This surcharge will be applied on import loads from the ports of Halifax, Canada and all United States ports.

ULTRA LOW SULFUR SURCHARGE (ULS):

Effective January 1, 2015, International Convention for the Prevention of Pollution from Ships ( MARPOL) Annex VI requires that carriers further limit their sulfur emissions within European and North American coastal waters. With these new regulations, ACL will assess the following Ultra-Low Sulfur Surcharges:

INTERNATIONAL SHIP & PORT FACILITY CODE (ISPS), Eastbound & Westbound:

Effective July 1, 2014, ACL will implement a Security Fee to help defray costs associated with compliance to the International Ship & Port Facility Code. This "ISPS Security Fee" will be applicable on all cargo Eastbound and Westbound:

  • Containerized Cargo: $20 per container

  • RORO/Breakbulk Cargo: $50 per shipment

FREE TIME AND PER DIEM FOR USE OF ACL EQUIPMENT

Effective August 15, 2017, Atlantic Container Line will ammend the free time and per diem levels of the use of ACL equipment in Canada and the United States. The table below lists the new per diem rates and free time by equipment type:

FREE TIME & DEMURRAGE - North American Imports (U.S., Canada & U.S. Midwest ) into the United Kingdom:

From April 2014, ACL will be harmonizing Free Time and Demurrage conditions for all North American imports arriving at the ports of Liverpool and Southampton. This restructuring most significantly impacts shipments from Halifax, as going forward their free time windows and billing will be aligned with the more restrictive U.S. terms. Under the new standards:

  • All dry van equipment and shipper owned tanks will be restricted to 3 free days (business) on the terminal. Thereafter 20' units will be assessed a per diem rate of GBP 25.00 and 40' units GBP 40.00.
  • Free time for all Reefer Containers will be now be restricted to 2 days (business) thereafter a flat demurrage charge of GBP100.00 will be assessed.

DETENTION - At U.S. Rail Ramps:

Effective September 1, 2019 ACL will implement in addition to any charges that may be assessed by the U.S. Rail Carriers the Line will also assess a rail detention charge that will be assessed at $25.00 per container per day. In addition to the rail detention the Carrier will also bill an Admin Fee of $75.00 per bill of lading for charges totaling less than $125. And $125.00 for charges Totaling over $125.00.  The free time will be as follows:

CANADIAN RAIL - Updating of Shipment Details:

Please be aware that ACL is now routinely invoicing correction fees to parties needing to modify their shipment details for cargo moving via rail through the port of Halifax, NS, Canada, Minor changes, such as weight, piece counts, and plan numbers will be assessed at USD 100.00 per update. More notable charges to the paperwork, such as updates relating to name changes, addition of consignees and route changes, will attract a higher fee of USD 185.00. Cancellation of rail service will be invoiced at USD 250.00 . The above fees recoup the direct charges billed to the Carrier from the railroad, and offset internal administrative costs involved in coordinating these updates on a timely basis.

U.S. - West Africa (BAF):

Effective August 1, 2018 ACL's BAF for the West African Direct Service and West African Transshipment service: $345 per 20ft and $690 per 40ft.

BARGE TERMINAL CONGESTION SURCHARGE:

Effective July 1, 2017 a Barge Terminal Congestion Surcharge is applicable to import and export cargo on all cargo moving on Carriers multi-factor through bill of ladings via Barge, Barge/Truck, Truck/Barge service through the ports of Antwerp & Rotterdam:

  • $30.00 USD Per Container

CONGESTION SURCHARGE:

All cargo moving on a Carriers Haulage basis over the Chicago, Il ramp to/from East Coast ports of North America will be subject to a congestion surcharge of $0 per container. Carriers Haulage moves that begin or end at the Chicago ramp will not be subject to the surcharge.

All cargo moving on a Carriers Haulage basis over the Detroit ramp to/from East Coast ports of North America will be subject to a congestion surcharge of $0 Per container. Carriers Haulage moves that begin or end at the Detroit ramp will not be subject to the surcharge.

All cargo moving on a Carriers Haulage basis over the St. Paul ramp to/from the door will be subject to a congestion surcharge of $150.00 per container. Carrier Haulage moves that begin or end at the St. Paul ramp will not be subject to the surcharge.

WESTBOUND SECURITY FEE - Increase September 1, 2019:

Effective September 1, 2019, where Atlantic Container Line is required to perform multiple filings on behalf of a shipper to the USC or CBSA, the below level will be assessed. The amount will also be invoiced for filing the Master Bill in addition to the associated splits and NVO house bills.

BROKERAGE CHARGES:

Effective January 1, 2019, Atlantic Container Line will be modifying its Freight Forwarding Commission for exports from North America as follows:

Also beginning January 1, 2019 we will begin processing Freight Forwarding Commissions on a monthly basis payable on the last day of each month.

Non-Containerizable Cargo from USEC to Continental Ports where applicable, Freight Forwarders Compensation payable on non-containerizable cargo moving to Continental ports will be:

CURRENCY ADJUSTMENT FACTOR(CAF):

0% remains unchanged

PENALTY & ADMIN CHARGE - for Placarding Hazardous Shipments:

Effective November 1, 2010, where ACL is required to correct hazardous placards/stencils on behalf of the Shipper, a Penalty and Administration Charge of $300 will be applied. The aforementioned charge will be assessed in addition to all third party costs.

PENALTY & ADMIN CHARGE - for Misdeclared Hazardous Shipments:

Shipper shall further be assessed a $250.00 per shipment/per incident penalty for failure to properly offer and/or correctly declare hazardous materials/dangerous goods if such shipments load to a vessel prior to discovery and notification to the Carrier of the material or Emergency Response Information.

The above penalty fee applies to shipments where Shipper increases or decreases weights and/or piece counts; amends descriptions, packaging and is also applicable when cargo declaration is changed from hazardous classification to non-hazardous after the cargo is laden on board.

If Shipper or Shipper’s agent, fail to declare all hazardous materials/dangerous goods prior to being laden on board or make changes to the hazardous classification or add additional hazardous classified cargo after the cargo is laden and/or the vessel has sailed the port of load they will be subject to a penalty of $2,000.00 per shipment. In addition to the penalty, Shipper will be liable and responsible for all costs and consequences related to violations, fines, damages, incidents, claims and corrective measures. Shipper shall further indemnify Carrier of any liability, claim or costs of any kind incurred by Carrier as a result of Shipper's failure to comply with applicable governmental regulations or requirements concerning shipment of hazardous materials/dangerous goods.
